Watch the gutter during rain
Follow the water towards the outlet and look for the point where it starts backing up.
Check for a sag
Even after the leaves are removed, water may still sit in the gutter if the brackets have sagged and the fall towards the outlet has been lost.
Look behind the fascia
Water can run down the back of the gutter without spilling over the front.
