Older felt can become brittle
Splits often appear near nails and around the eaves.
Patching from inside has limits
A patch stuck to the underside may stop a drip for a while, but it does not recreate the weather-lapped joints of felt fitted from above.
Repair from above where practical
If tiles are already being lifted, damaged underlay can be dealt with properly at the same time.
